IAEA CSS·UNSCEAR 위원 Abel Julio González 박사 초청 세미나 단체사진 (2026.5.18.)

  지난 5월18일, 한국원자력의학원(KIRAMS)은 방사선 안전·방사선 방호 정책 분야의 세계적인 전문가인 아벨 훌리오 곤잘레스(Abel Julio González) 박사를 초청해 세미나를 개최했다. 한국원자력안전기술원(KINS)과 공동으로 추진한 이번 행사는 방사선안전관리 전문가의 최신 지견을 공유하고 의학원 방사선 이용 시설의 안전 체계를 검토하는 한편, 국제원자력기구(IAEA), 유엔방사선영향과학위원회(UNSCEAR) 등 유관 국제기구와의 협력 기반을 공고히 하기 위해 이틀간 진행되었다.

  아벨 훌리오 곤잘레스 박사는 아르헨티나 원자력규제청 선임자문위원으로서 IAEA 총회 및 이사회의 아르헨티나 대표위원이자, IAEA 안전기준위원회(CSS), UNSCEAR, OECD/NEA 방사선방호 및 공중보건위원회(CRPPH) 등 주요 국제기구에서 방사선 안전 및 방사선 방호 정책 발전에 기여해 온 국제적 권위자로 평가받고 있다. 특히 방사선 안전기준 수립, 규제정책 및 국제 거버넌스 분야에서 풍부한 경험과 전문성을 보유하고 있다.

  1일차 일정으로는 곤잘레스 박사의 강의와 국가방사선비상진료센터 현장 견학, 토의 및 자문이 진행되었다. 강의는 저선량 방사선 건강영향을 주제로 방사선 피폭에 따른 건강영향의 원인 규명, 과학적 입증, 법적 책임 검토 등을 폭넓게 다루며 현재의 방사선 방호 패러다임과 향후 발전 방향에 대한 심도 있는 시사점을 제시했다. 이후 국가방사선비상진료센터 주요 시설 견학이 진행되었으며, 국제 기준에 부합하는 안전관리체계 고도화 방안에 대한 논의가 함께 이루어졌다.

  2일차에는 전날 시설 견학에서 아벨 박사가 유의 깊게 살펴본 사항들을 중심으로 질의응답과 자유 토론이 진행되었다. IAEA CSS 및 UNSCEAR 운영 현황을 기반으로 아르헨티나 등 주요 회원국의 방사선 영향 평가 체계를 검토하였으며, 의학원의 주요 연구 시설인 국가RI신약센터 견학도 진행하였다. KIRAMS 방사선 안전관리 체계의 국제적 정합성을 다시금 확인하고 지속적인 고도화 방향을 모색하기 위한 시간이었다.

  이번 세미나는 국제 방사선 안전 및 방사선 방호 정책의 최신 동향을 공유하고, 의학원의 방사선 이용·연구 환경에 대한 안전관리 체계를 국제 기준에 비추어 점검하는 계기가 되었다. 또한 IAEA, UNSCEAR 등 국제기구와의 협력 네트워크를 강화하고, 향후 의학원의 국제적 역할 확대와 방사선 안전관리 역량 고도화를 위한 의미 있는 발판이 될 것으로 기대된다.

IAEA·UNSCEAR Radiation Safety Expert Invited for International Seminar at KIRAMS

On May 18, the Korea Institute of Radiological and Medical Sciences (KIRAMS) hosted an international seminar featuring Dr. Abel Julio González, a world-renowned expert in radiation safety and radiation protection policy. Jointly organized with the Korea Institute of Nuclear Safety (KINS), the two-day seminar aimed to share the latest insights in radiation safety management, review the safety systems of KIRAMS’ radiation-related facilities, and strengthen cooperation with international organizations including the International Atomic Energy Agency (IAEA) and the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR).

Dr. Abel Julio González currently serves as Senior Adviser to the Argentine Nuclear Regulatory Authority and as a member of Argentine delegation to the IAEA General Conference and the IAEA Board of Governors. He is internationally recognized for his contributions to the advancement of radiation safety and radiation protection policy through his activities within major international organizations, including the IAEA Commission on Safety Standards (CSS), UNSCEAR, and the OECD/NEA Committee on Radiation Protection and Public Health (CRPPH). In particular, his extensive expertise and experience lie in radiation safety standards, regulatory policy, and international governance.

The first day of the seminar included a lecture delivered by Dr. González, a site visit to the National Radiation Emergency Medical Center, as well as discussions and consultations. Focusing on the health effects of low-dose radiation, the lecture addressed a broad range of topics, including the identification of causes, scientific evidence, and legal liability associated with radiation exposure. The lecture delivered meaningful insights into the current paradigm of radiation protection and its future directions for development. This was followed by a tour of key facilities at the National Radiation Emergency Medical Center, during which in-depth discussions were held pertaining to strategies on advancing safety management systems in accordance with international standards.

On the second day, a Q&A　session and an open discussion were held focusing on the areas Dr. González had closely examined during the previous day’s site visit. A review of the radiation impact assessment systems of major member states, including Argentina, was conducted based on the operational framework of the IAEA CSS and UNSCEAR. The program also included a visit to the Korea Radioisotope Center for Pharmaceuticals (KRICP), one of KIRAMS’s major research facilities. The discussions provided a valuable opportunity to reaffirm the international alignment of KIRAMS’s radiation safety management system and explore directions for its continuous advancement.

The seminar provided a forum to discuss the latest global trends in radiation safety and radiation protection policy. Moreover, it facilitated a comprehensive review of the radiation safety management systems of KIRAMS, ensuring compliance with international standards. Furthermore, it also helped strengthen cooperative networks with international organizations such as the IAEA and UNSCEAR, and is expected to serve as a meaningful stepping stone toward expanding KIRAMS’ international role and further advancing its radiation safety management capabilities.
