Hirosaki University – Korea Institute of Radiological and Medical Sciences Hold MOU Renewal Signing Ceremony

The Korea Institute of Radiological and Medical Sciences (KIRAMS) hosted a Memorandum of Understanding (MOU) renewal signing ceremony on January 9, welcoming Dr. Shinsaku Fukuda, President of Hirosaki University, and a delegation from the university. The renewed MOU builds upon the original agreement signed in 2013 and aims to expand collaboration in radiation emergency medicine through joint training, capacity-building initiatives, expertise sharing, and enhanced educational and research cooperation.

Both institutions share a common commitment to safeguarding public health by strengthening radiation disaster preparedness and emergency response systems. Since establishing the Institute of Radiation Emergency Medicine in 2010, Hirosaki University has served as a regional hub within Japan’s national radiation emergency medical framework, providing advanced medical support, professional training, and coordination. Building on this foundation, the renewed MOU is expected to broaden international research collaboration and foster a more extensive global network in radiation emergency medicine.

The ceremony featured welcome addresses by Dr. Jin Kyung Lee, President of KIRAMS, and Dr. Shinsaku Fukuda, President of Hirosaki University, followed by the formal signing of the renewed MOU. The program also included a conferment ceremony recognizing Dr. Minsu Cho, who was appointed as an invited professor at Hirosaki University, as well as a presentation session introducing each institution’s radiation emergency response systems and ongoing research activities.

During the presentation session, KIRAMS introduced its domestic response framework through the National Radiation Emergency Medical Center, while Hirosaki University shared insights into Japan’s nuclear emergency medical system, including lessons learned from radiation monitoring and dose assessment following the Fukushima Daiichi nuclear power plant accident. The visit further included a tour of KIRAMS’ key research and medical infrastructure and concluded with in-depth discussions to identify joint research priorities, explore potential collaborative projects, and establish a sustainable framework for future cooperation.

President Jin Kyung Lee emphasized that the collaboration between Hirosaki University and KIRAMS has been sustained through regular seminars, workshops, and academic exchanges since 2013, contributing not only to academic advancement but also to strengthened institutional response capacities. She noted that the renewed collaboration is expected to play a leading role in advancing innovative technologies that support public health and healthcare resilience. President Shinsaku Fukuda likewise expressed his expectation that the renewed MOU would provide the foundation for a stable and progressive cooperative relationship between the two institutions.

Through this renewed agreement, KIRAMS aims to further enhance its radiation emergency response and educational capacities, while continuing to foster mutual trust and a long-term partnership between Korea and Japan.
